Defining Performance Based Services

The Federal Acquisition Regulation defines performance-based acquisition as “the means an acquisition structured around the results to be achieved as opposed to the manner by which the work is to be performed.” (FAR 2.1) Specifically performance-based services involve strategies, approaches and various techniques that assist with defining a service requirement based on performance objectives. There are specific characteristics that must exist in order for a requirement to be considered a performance-based acquisition and each characteristic influences and shapes the others. One of the most important characteristics necessary for a performance-based service acquisition is the performance work statement. The performance work statement, commonly known to acquisition professionals as the PWS is defined as the following: a statement of work for performance-based acquisitions that describes the required results in clear, specific and objective terms with measurable outcomes.” The performance work statement is the backbone of a performance-based service contract because it is responsible for specifying the definitive expectations of work that is necessary for the successful performance of a contract. As a contracting officer I am just as accountable as my customers to ensure that the performance work statement describes their needs in terms of measurable outcomes as opposed to stringent methods. Unlike a construction statement of work, performance work statements cannot be molded by cubic feet or square yards, they must allow performance outcomes to be interpreted and incentives by the customer or entity whom is receiving the services. Another characteristic that must exist in performance-based

Location-Based Services

...Have you ever wondered where you could find a great happy-hour bar recommended by your closest friends, or how far away you are from the nearest hotel and their website, or the nearest Latin American restaurant while you're on vacation? Location-based services allow you to access this information even when you are miles away from home. These services have a magnitude of uses in social networking, and they are largely accessible through mobile device networks. They use information on the geographical position of a mobile device and enable the user to find the nearest business or service. In addition, the combination of mobile apps and location-based services allows marketers to reach out to their customers to send them more targeted content. Not only do location-based services help the consumer, but they also help advertise the company through social media networks. Stating location is no longer just a form of showing the public what you have seen and where you have been. It is like a free advertisement or commercial for people that view that picture (instagram) or status (Facebook). It has created an extra column in the marketing aspect of the business both for future consumers as well as systems that try to adapt to the users preferences. Applications such as Foursquare, Wikitude, and Yelp are widely used by many people, but the Geographical Information Systems (GIS) community is still in search for the "killer app" that will become so widely used in society that GIS...

Long Tail Marketing

...online market, when people actually do not need physical shelf space, narrowly targeted goods and services became as attractive as mainstream products. As example, prediction that demand for products not available in stores is potentially as big as for those that are. Long tail marketing concentrates on these less popular products. While many marketing strategies focus on promoting a specific product, long marketing provides a greater variety of inventory to reach more customers and more total sales. Long tail marketing in general is effectively used by online retailers such as Netflix. Bookstores and video stores have limited space available, which makes them to put on sale those items that are most popular and profitable. Less popular items take small limited area. All these results high cost for shelf maintenance. In contrast, Netflix has centralized warehouses, and display all their items virtually resulting much lower cost for shelf maintenance. Senior Leadership Challenge Pbsa

...Running head: SENIOR LEADERSHIP CHALLENGE Performance Based Service Contracting Impediments POINT PAPER PERFORMANCE BASED SERVICE CONTRACTING PROBLEM In last 10 years, the priority of the Federal Government has been to expand the use of Performance Based Service Acquisition (PBSA). Unfortunately, as whole, the Federal Government has been unable to achieve any of the PBSA targeted quotas as set forth by the Office of Management and Budget. BACKGROUND Performance Based Service Acquisition is a procurement method of contracting. It is structured around performance outcomes, objectives and measurable goals. The strategy of PBSA arose as a result of evolving Government practices to align with commercial business practices. PBSA employs a number of techniques, strategies and frameworks for the definition of program requirements, acquisition planning, competition management, performance measurement, contract structure, payment structure, and post-award contract monitoring and management. (“SARA Panel Draft Report,” 2006) In PBSA, the contractor is provided a Performance Work Statement (PWS) or a Statement of Objectives (SOO) in which the Government describes the end result. The contractor is also provided a Quality Assurance Surveillance Program (QASP) which specifies how and when the Government will assess the contractor’s performance of the tasks set forth in the PWS or SOO. (“Performance Based Service Acquisition,” 2009) In some cases, the contractor...

Sooner or Later

...employees have rendered the requisite service and satisfied any other conditions necessary to earn the right to benefit from the instruments (for example the exercise share options). That estimates is based on the share price and other pertinent factors, such as expected volatility, at the grant date. In this case Sooner or Later is issuing stock options to employees in order to align their compensation with the performance of the company. However these options can only be vested if revenue for the company is greater than $10 million over a three year period and employees are still employed with the company. The debate is whether Sooner or Later should grant the stock at $9 which is the current grant date fair value or grant the stock at $6 which the fair value taking into consideration the revenue target. According to Codification 718-10-30-6 Sooner or Later should grant the stock at $9 because this is the fair value at the grant date not at some future grant date when conditions have been met. ...Abstract To study the Citibank Performance evaluation case and evaluate James McGaran’s performance assuming the role of Lisa Johnson. Describe the approach taken in performance feedback session, sequence of conversation and supporting references to backup your evaluation. To Review the Citibank evaluation system as a consultant and recommend possible procedural and processes changes to improve its performance evaluation system. Citibank performance evaluation system Until 1994 Citibank performance evaluation system was based on the quantitative measure (financial measures) not both quantitative and qualitative measures (MBA6220, 2011) due to the type of services offered by the bank. With the change in Citibank’s strategy in California it was essential to measure both the qualitative and quantitative measures and a new performance evaluation system was tested in 1995 to be introduced from the first quarter of 1996. The performance scorecard of the system was built around six different types of measures: financial, strategy implementation, customer satisfaction, control, people and standards (Davila, A & Simons, R, 1997). Financial measures were computed from the regular accounting system, strategy implementation measures could be tracked based on the target customer segment relevant to branch strategy and control measures were measured based on internal auditor’s evaluation on the branch’s internal control processes. Using the Right Financial Reward System in Indonesian Public Sector

...Indonesia. As a way to increase its economic development, Indonesian government decided to initiate bureaucratic reform for its public employee. This bureaucratic reform is intended to improve public service, which is plagued by corruption (Wihantoro et al. 2015). It is expected that the improvement of public sector could lead to better service and good governance which in turn would improve people’s satisfaction. Despite the effort by the government of Indonesia, public service in Indonesian remains mediocre at best and there are still a lot of room for improvement in Indonesian public sector. Traditionally the pay structure for civil servant in Indonesia is using membership-based and seniority based rewards, which does not lend itself well into motivating high performing employee. The bureaucratic reform then introduced the concept of job status-based rewards combined with seniority-based rewards in which civil servant still received regular wage like seniority-based system but then some government institutions like Ministry of Finance receive special allowance tied to their job status. However, despite the Government of Indonesia’s effort to do bureaucratic reform, motivation in the workplace still relatively low and there are still some room for improvements in public services. Of course, there are other factor that can...
