Social Equity in Public Services Distribution Since the 1960s, social equity in public administration has received recognition as a desired outcome of an efficient and responsive government of the people. In 2005 the National Academy for Public Administration (NAPA) classified social equity the fourth pillar of public administration, alongside of the established pillars of efficiency, effectiveness, and economy, in the development and distribution of public policies and services. As policy implementers, public administrators have faced challenges in fostering social equity, which Norman-Major (2011) ascribes to the lack of clarity of its definition, the lack of a clear ways to measure social equity, and normative issues that arise …show more content…
Additionally, five demographic population groups, distinguished by municipality, were incorporated into the study. The five demographic groups relate to three race groups (White, Black or African American, and Hispanic or Latino), the elderly, and individuals living below the 125% poverty level. Each of the three per capita public service expenditures were correlated with the five demographic groups to analyze the relationship, and to determine if the state of inequity in public services deliver can be inferred from the results. The remaining three population groups reported no relationship scoring coefficients less than +/- 0. See Figure 1 for more information.

The second public service, fire control, was also found to have a weak relationship with two of the five demographic groups. One of the relationships was associated with the poverty demographic group, reporting an inverse coefficient of -0.15, and the other was associated with the elderly population group, scoring a coefficient of .11. The remaining three demographic groups exhibited no relationship scoring coefficients less than +/- .0. See Figure 2 for greater detail of the different interactions.
