The two most important weaknesses were the lack of forethought with the index case, in November of 2016, who was a homeless individual. It seemed as if this first case did not sound an alarm, as to take a look at the homeless population in its entirety, so that a campaign could’ve been implemented then, as the ingredients were there. For example, the size of the homeless population, the lack of hygiene stations, the number of known illicit drug users, should’ve been enough for a campaign to begin so that the infection would not do what it as done, and that is to spread like wildfire throughout a defenseless and vulnerable population.
