The main objective of this paper is therefore to assess the impact of the legislation on NGOs/CSOs engaged in environmental justice mainly in: limiting areas of intervention; affecting access to foreign funds and other forms of support to undertake mandated tasks; retaining competence including knowledge and skills; making government answerable to felt needs of the society; advancing meaningful networking among CSOs at national, regional and global level on environmental policy reform issues; downsized change in amount of budget and skilled staff; engaging in research undertaking; conducting quality monitoring and evaluation activities. The European Union’s institutionalism has facilitated an assimilation of values into an increasingly coherent, if complex regional identity. A normative self-conception has emerged that Brussels has sought to project onto its external relations through the Common Foreign and Security Policy. Brussels increasingly considers itself a transformative actor in global politics offering an alternative to great power realpolitik. This paper finds that while European multilateralism offers an environment conducive to a normative foreign policy, the extent to which it is able to exert any ideational influence is constrained by the level of engagement it is willing to pursue. Europe maintains a policy of isolating the Lukashenko regime and has failed to engage Belarusian civil society. As a result it has had a negligible impact on Belarusian political culture. Had he lived to experience the economic collapse of 2008 and 2009, he would have surely added more to his caustic but accurate assessments regarding how failing to anticipate the consequences of one’s decisions often leads to disastrous results not only for the decision maker, but for many other people as well. After years of viewing higher education as more of a private good which benefits only the student, we are again beginning to appreciate higher education as being also a public good which benefits society. Is it not a wiser social policy to invest in the education of the future workforce, rather than to suffer the financial costs and endure the fiscal and social burdens associated with economic weakness, public health problems, crime, and avoidable poverty? Perhaps that realization, along with its obvious advantages for high level strategic decision making, is what lead the Chairman of the Joint Chiefs of Staff to comment on critical thinking in his commencement address to a graduating class of military officers.
