When worker arrived, Mr. McDonald was mowing the neighbor’s lawn and the neighbor was sitting in his carport drinking coffee. Worker introduced herself and asked to speak with Mr. McDonald. Mr. McDonald came over from mowing the grass and worker introduced herself and asked if they could speak in privately. The home is a two-story brick home across the road from The Jehovah Witness Church. The outside of the home was well kept. Inside the home, the carpet needed vacuuming and the furniture was dirty. However, the home was not cluttered with belongings or garbage and did not present an odor. Worker noticed no pest or rodent problems. The home belonged to the grandparents but Mr. McDonald sister, Darleen inherited the home when they passed away. Mr. McDonald and his sister lived in the home until she moved in with a boyfriend. According to Mr. McDonald, he was unable to pay the bills when she moved because he lost his job as a security guard and has been unable to find work. The home has been without electricity or water for about 2 years. He has a generator he uses during the winter month and the neighbor lets him use her water. When asked about looking for a job he stated he was unable to renew drive license because of having cataracts and needing glasses.
