Gerakan ini dipimpin oleh Sayid Jamaluddin al-Afghani sendiri dan Syeikh Muhammad Abduh. Syeikh Muhammad Abduh dilahirkan di Mesir pada tahun 1829 dan mendapat ijazah dari Universiti al-Azhar. Beliau menjadi Mufti Besar dari tahun 1899 hingga beliau meninggal dunia pada tahun 1905.
