...built my hobby of building small model airplanes into a small business, and believe with my proven products from sales to small investigative firms that I may be able to compete for contracts with Homeland Security. I have built a very small remote control airplane that is capable of long sustained flight, fitted with camera’s that can gather intelligence without anyone knowing they are there. oHoH Homeland Security could use them anywhere in the world to gather intelligence, and I believe they would be interested in buying my product. I will need to go to the Small Business Administration for information on how to compete with the larger aircraft companies and on loans to open my own manufacturing plant. I have the business plan, plant, product and investors that are willing to be employee’s, and are business professionals in every sense of the world to help me. I also have the advantage by using the SBA to help us pave the way to a lucrative contract with Homeland Security. In 1984 the Competition in Contracting Act ( CICA) was enacted. This amendment was created to alter methods of forming contracts and further states that Government Agencies utilize to promote the use of full and open competition in the procurement of goods and services, like my small business and can give me a fighting chance of getting awarded a contract with Homeland Security. Because government agencies must use competive procedures to help support the approval, notice and justification of the awarded...

...Making Sense of Small Business Set-Asides in Government Contracting From the Viewpoint of a Contract Specialist with the Department of Veterans Affairs As a new contract specialist in the federal government, one of the first concepts we learn is full and open competition. Full and open competition is one of the fundamental principles of federal contracting. Healthy competition is the lifeblood of commerce. It promotes innovation, quality and savings. Contracting officers (COs) are required by law to procure supplies and services on a competitive basis. In 1984, the Competition in Contracting Act (CICA) was passed and introduced the phrase full and open competition into the world of government contracting (Nash, Schooner, O’Brien-DeBakey, Edwards 111). CICA requires that contracts be competed as full and open so as to allow any qualified company to submit an offer ((Blogger). This principle is echoed in section 13.104 of the Federal Acquisition Regulation (FAR). It states that the CO must promote competition to the maximum extent practicable to obtain supplies and services from the source whose offer is the most advantageous to the Government (Federal Acquisition Regulation “FAR” 322). While FAR part 6 implements CICA and addresses competition requirements it must be noted that there are three levels: full and open competition; full and open competition after exclusion...

...Entrepreneurial Leadership By: David Pruett Dr. ABCDEF Contemporary Business - BUS 508 Date A good leader has the same characteristics as a nurturing parent. That approach encourages the entrepreneur to be a genuine leader, who cares for and develops his or her employees, much like a parent wants the best for their child. During my nineteen years of being of working and climbing the company ladder, I have had very few bosses that made good leader, but each one taught me something as I was promoted into a leadership position. Leadership is a process through which an entrepreneur is able to influence employees to achieve the objectives of the organization. Rarely can an entrepreneur make a company succeed by him or herself. The entrepreneur needs to able to identify staffing needs, properly fill them, and lead their team to success. To be an effective leader, an entrepreneur must be able to build trust and confidence among employees and communicate effectively with them. Leaders can build trust by working hard, by maintaining a constant message, and by showing employees they are fully committed to achieving the company’s vision. Effective communication is equally critical to a successful leadership. Precise and clear communication with employees will engrain the company’s vision and goals over time. Other keys to entrepreneurial leadership include: * Seeking self-improvement. A great leader always seeks to become even better. * Accepting responsibility...

...Small Business Introduction “Ensuring small businesses can thrive is about more than economic success. It’s also about who we are as a people. It’s about a nation where anybody who’s got a good idea and a willingness to work hard can succeed. That’s the central promise of America.” “Small businesses are leaders in innovation and drivers of the economy. Small businesses hold more patents than all of the nation’s universities and largest corporations combined, and create two thirds of all private sector jobs, employing half of all working Americans. The Federal government is the largest buyer in the world, spending over $500 billion each year. For the Federal government contracting with small businesses is common sense. Small businesses get the revenue they need to create jobs and drive the economy forward, and federal agencies get the creativity, innovation, and technical expertise of small businesses to help accomplish their mission. When small businesses are excluded from federal contracts, the Federal government, American taxpayers, and the nation’s economy lose out.” Interagency Task Force on Federal Contracting Opportunities for Small Business Objectives • Identify the elements of the Department of Defense (DoD) Small Business Program for defense acquisitions to include the overall policy and regulations, small business goals, small business size standards, non-manufacturer rule, and North American Industrial Classification System (NAICS) codes. • Identify...

...Since the civil rights movement affirmative action has been the root of equality. However, has the movement been successful for women-owned business throughout the years? When President John F. Kennedy signed Executive Order 10925 on March 6, 1961, which established Equal Employment Opportunity, it has opened doors for minorities. (OFCCP, 1961) The order informed contractors doing business with government take affirmative action to ensure that applicants are employed, and that employees are treated during employment without regard to their race, creed, color, or national origin. Four years later, President Lyndon B. Johnson issued Executive Order 11246, which prohibits employment discrimination based on race, color, religion, and national origin for those organization receiving federal contracts and subcontract. (OFCCP, 1961) In 1967 President Johnson amended the order to include sex. This order was designed to end discrimination by guaranteeing women-owned business was included in the pool to get a government contracts. The United States is the world’s largest purchaser of goods and services, with the average spending of $500 billion or more each year, of that $25 billion is directed to women-owned business and minority-owned firms. Throughout this paper I will analyze leadership styles and major principles for a profit-oriented entrepreneurial approach in which the primary goal to provide a product or service to consumers and to make a profit. Also their major business principles for a social-responsibility oriented entrepreneurial approach in which the primary is goal to make a positive impact on society (people, families, ecology, or similar) while providing a product or service to consumers and to make a profit. This paper will also show what three resources or tools available through the Small Business Administration and SCORE would be the most useful. When thinking of leadership style I would say Blake Mycoskie who is the founder of Toms has an authoritarian or autocratic leadership style. This style is used when leaders tell their employees what they want done and how they want it accomplished, without getting the advice of their followers. Some of the appropriate conditions to use it are when you have all the information to solve the problem, you are short on time, and your employees are well motivated. They have clear expectations for their team's performance, and they communicate those expectations in no uncertain terms. Authoritative leaders are either experts or highly trained in the field in which they command- they know their stuff inside...
