1. SITUATION. Recent HUMINT sources have indicated that there is a large Insurgent’s Cell operating in the town of McKenna. The insurgents are conducting disruption operations in our AO by planting IEDs and conducting sniper operations to harass and kill Coalition Forces as they conduct their daily operations. The 3rd Battalion 11th Infantry Regiment will conduct a Raid on the suspected insurgent cell in the town of McKenna to prevent further disruption of daily operations, to seize any bomb making material, capture or kill insurgents, and collect any intelligence information that could lead to further elimination of the insurgent threat in our AO.

B.A. ENEMY.

2.2.1. DISPOSITION: Insurgents appear to have established a base of operation in the town of McKenna IOT disrupt the freedom of movement of Coalition Forces responsible for providing security, training, and operational support to the ANA in the AO. The insurgents are currently occupying two buildings on the eastern side of the town, grid GL06528372.They are using one building as a safe house and the other to produce IEDs. This group of insurgents is focused on emplacing IEDs on the MSRs and on any area that has a high concentration of Coalition Forces traffic. They are also using snipers to harass any patrols that are sent off the FOB into the battalion’s area of responsibility.

B.B.B.A. COMPOSITION: The Cell of insurgent is estimated at 20 men of ages 20 to 35. They operate in 2-3 men teams. The group has been seen operating 2 x Toyota pickups and 2 x Mazda sedans. The insurgents have an unknown number of AK-47s, AKMs, RPG-7s, and Dragunov sniper rifles, as well as an assortment of handguns and explosives.

B.B.B.B. STRENGHT: The enemy has the ability to blend in with the local population and an extensive knowledge of its operating environment.

B.B.B.C. CAPABILITIES: The enemy has the ability to displace very quickly and to blend with the local population making it difficult to discern civilians from the insurgents. With the number of men in the cell it is possible for the enemy to affect a formidable defense using the two buildings they are occupying as a strong hold. B.B.B.D. MOST PROBABLE COURSE OF ACTION: If friendly forces are detected by the enemy prior to the raid of target area the enemy’s most probable course of action will be to attempt to flee the town of McKenna or to attempt to blend in with local population to avoid capture.

B.B.B.E. MOST DANGEROUS COURSE OF ACTION: The Enemy’s most dangerous course of action would be to defend the two buildings they are occupying and as a last effort detonate the explosives they have been using to produce IEDs causing a massive explosion that could possible harm friendly forces and some of the civilian population of the town of McKenna.

B.B.B.F. CAR: * Close Air Support (CAS): The enemy has no air assets. * Artillery: The enemy has no artillery to support him. * Reserves: The enemy does not have the ability to reinforce himself.

B.B. FRIENDLY FORCES.

2.3.2. 3-11th IN.

B.C.C.G. BN MISSION: 3-11 IN REG (L) conducts Full Spectrum Operations in BN AO EAGLE NLT XXXXXXXXXXX in order to provide a secure environment for the people of Afghanistan during the reconstruction of their country.

B.C.C.H. BN INTENT: * Protect the Force * Neutralize Insurgent activity in AO * Retain key terrain * Provide Support to host nation * Provide training to local Police and military forces

B.C.C.I. BN CONCEPT: We will accomplish this by occupying Forward Operating Bases in the BN AO and conducting full spectrum operations. Decisive to this operation is coordinating the efforts of coalition forces, host nation GOs, Police, and military forces and U.S GOs and NGOs toward the neutralization of insurgents’ capabilities in our AO. This is decisive because it will allow us to conduct stability and civil support operations targeted at the reconstruction and legitimization of the host nation. All Companies in Task Force 3-11 IN will be assigned Areas of Responsibility within the BN AO and will coordinate and conduct full spectrum operations in order to neutralize insurgent activity and facilitate the reconstruction and legitimization of the host nation. Indirect fires will be used to suppress enemy forces, and to provide illumination. At end state insurgent activity will be neutralized, key terrain will be retained, and the BN is postured to provide stability and civil support operations as required by the host nation.

2.3.3. B CO.

B.C.D.J. CO Mission. B/3-11th IN conducts a raid of TARGET AREA ROOSTER vic GL06528372 to capture enemy personnel and IED making materials NLT XXXXXXXX IOT prevent the proliferation of terrorist attacks in our sector..

B.C.D.K. COMMANDER’S INTENT:

2.3.4.12.1. Purpose: The purpose of this operation is to aggressively capture personnel and IED making material. 2.3.4.12.2. Key tasks: * Capture terrorist and any IED making materials * Provide 360° security around objective. * Transfer custody of suspects to Sheriff 65.

2.3.4.12.3. End state: Terrorist captured alive with materials. Zero loss of Coalition forces soldiers. Company postured to expeditiously remove suspect or suspects with IED materials from target buildings to FOB EAGLE. B.C.D.L. CO CONCEPT OF OPERATIONS: This will be accomplished by cordoning off the town of McKenna and conducting a raid of two target buildings in TARGET AREA ROOSTER simultaneously. Decisive to this operation is the raid of the two target building. This is decisive as once completed the enemy will no longer have the capabilities to conduct terrorist attacks in the BN AO. This operation will be conducted in three phases:

B.C.D.M. Phase 1: This phase starts when B Company departs FOB EAGLE, along ROUTE FALCOLN, moves to the ORP and then sets both the outer and inner cordons NLT XX0445LXXX20XX. Phase 1 is complete when 1/B reports set at inner cordon.

B.C.D.N. Phase 2: This phase begins NLT 0500 with 2/B and 3/B set at the objective with support elements in place and assault forces ready to hit their prospective objectives. HQ elements will be in place at the Company CCP/Detainee holding area. Once all elements are set 2/B and 3/B will execute the raid on the target houses. Once suspects are detained 2/B and 3/B will continue with the tactical site exploitation. Phase 2 is complete when all suspects and insurgents are captured and tactical site exploitation has begun.

B.C.D.O. Phase 3: This phase begins when the tactical site exploitation of the objective is complete, advanced search teams have arrived, and the company is prepared for follow on operations.

B.C.D.P. Scheme of Maneuver: B Company will SP from FOB EAGLE to the ORP NLT 0300 IOT conduct RAID on TARGET AREA ROOSTER at GL06528372. Order of March is 1/A, 1/B, 2/B, 3/B, HQ. 1/A will set the outer cordon NLT 0430, 1/B will set the Inner Cordon NLT 0445 while 2/B and 3B emplace support positions and the assault forces.2/B and 3/B will assault their prospective Objective NLT 0500. HQ will be located at the east end of the air strip and will establish a company CCP and detainee holding area NLT 0445. Upon completion of raid and TSE 2/B and 3/B will conduct a tactical withdrawal from the Target Area and return to the ORP. HQ element will move to ORP upon completion of turn over of suspects to Sheriff 65 at detainee collection point. 1/B will collapse inner cordon upon HQ element arrival at the ORP and 1/A will be the last to withdrawal its forces from the outer cordon upon all other elements report of set in ORP. Once all elements reported set in the ORP B Company will SP from the ORP along route FALCON to FOB EAGLE order of march will be 2/B, 3/B, 1/B, HQ, 1/A.

B.C. ENVIRONMENT:

2.4.4. Area of Interest (AI): The Major Areas of Interest for this operation are the town of McKenna and the Airstrip located to the north of the town. The town of McKenna has a civilian population of approximately 2,000. The structures in the town are comprised of cinder block, brick and concrete. The buildings range from 1 to 3 story high, the larger structures having flat roof tops that could be used for possible enemy Ops. The Airstrip to the north is a packed earth strip in a cleared area running generally east to west. It is approximately 1000 meters long by 300 meters wide. This area provides clear fields of fire and could be used as a high speed avenue of approach able to support heavy mechanized vehicle traffic. The airstrip is also suitable for landing small aircraft and helicopters.

2.4.5. Area of Operation (AO): The Area of Operation has a northern boundary that run east to west along First Division Rd. from the intersection of Blackhawk Trail and First Division Rd. to the intersection of First Division Rd. and Hour Glass Rd. The eastern boundary runs south along Hour Glass Rd. from the intersection of First Division Rd. and Hour Glass Rd. and then Hour Glass Rd. turns and runs in a generally east to west Direction becoming the southern boundary. The western boundary runs along Blackhawk Trail from the intersection of Blackhawk Trail and First Division Rd. to the intersection of Blackhawk Trail and Hour Glass Rd.

2.4.6. TERRAIN

B.D.G.Q. OAKOC:

2.4.7.18.4. Obstacles: Existing Obstacles include rolling terrain, intermittent streams, and Kings Pond. The streams run generally from the northeast to the southwest and are heavy with vegetation and increased water levels due to rain over the past two weeks. Reinforcing Obstacles in our AO will be our tactical and protective obstacles.

2.4.7.18.5. Avenues of Approach: Pine Tree Road running generally North to South, Buffalo Road, and McKenna Airstrip running generally east to west are the three major high-speed avenues of approach in our AO. They can support company sized mounted forces in staggered column formation. They cannot support more than a two vehicle frontage. Speeds along these roads vary from 25-35 kph. There are numerous trail networks throughout our AO that can support dismounted forces. Mounted forces can utilize some of these spider trails but only in platoon size and in file formation. Dismounted approaches onto McKenna are best supported to the east and south.

2.4.7.18.6. Key Terrain: In the AO the roads, intersections, and Airstrip are key terrain because they provide high speed avenues of approach or the enemy could use them for a quick withdrawal for the town of McKenna. In addition the high building tops in the town should be consider key terrain, for whoever controls them could have a marked advantage in a fire fight.

2.4.7.18.7. Observation and Fields of Fire: Observation and Fields of Fire are limited throughout the AO due to thick vegetation and rolling terrain with the exception of the airstrip to the north of the town of McKenna, typically l-km or less down roads and from hill tops; 50-75 meters in wooded areas. Observation and Fields of Fire will be limited by the building within the town itself.

2.4.7.18.8. Cover and Concealment: Numerous intravisibility (IV) lines and wooded areas throughout the AO provide good concealment and limited cover. Some trees in the AO can stop up to 7.62mm. The use of up armored vehicles in the open areas will provide the most reliable cover and concealment.

2.4.7. WEATHER & LIGHT DATA.

B.D.H.R. Visibility: Degraded due to the humidity and rain especially at night and in the early morning. Enemy will rely on the lights from the town of McKenna for illumination at night. Use of NVGs will be very important to facilitate our ability to acquire targets.

B.D.H.S. Wind: 6-8 knots from the south. Wind speed will be advantageous for smoke.

B.D.H.T. Precipitation: 70% chance of rain and it has been raining for the past two weeks resulting in 1-2 feet of water in streams. In addition, the rain has made Clear Creek severely restricted for mounted forces and can only be crossed by dismounted forces through improvised bridges or other improvised fording techniques.

B.D.H.U. Temp/Humidity: Cold weather and rain throughout the operation.

B.D.H.V. Friendly Effects: Visibility is advantageous to the attacker especially when combined with the use of Night Vision Goggles (NVGs) at night. Precipitation and Temperature are disadvantageous as they will slow offensive preparations, degrade security at night, and present the possibility of cold weather injury.

B.D.H.W. Enemy Effects: Visibility is disadvantageous to the defender. The lack of NVGs and illumination will lower the enemy's visibility to <25meters in wooded areas and <100 meters down roads at night. Advantageous is the fact that added rain has made streambeds fill with 1-2 feet of water. Stream banks are wet and muddy, and Clear Creek is severely restricted terrain for mounted and dismounted forces.

2.4.8. CIVIL CONSIDERATIONS:

B.D.I.X. ASCOPE.

2.4.9.25.9. People: The population of the town of McKenna is comprised of mainly Muslims. The town is run by a group of elders who were alive during the Russian occupation of their country and are suspicious of outsiders. Given the current ability of the insurgents in the area to operate and attack coalition forces, their faith in our ability to control our AO has been shaken. The people may be reluctant to turn over or provide information about the insurgents for fear of reprisal.

2. MISSION. 1/A/3-15 MECH conducts a outer cordon of TARGET AREA ROOSTER vic GL06528372 NLT xxxxxxxxxx , IOT lock down and support raid on OBJ ROOSTER

3. EXECUTION.

D.D. COMMANDER’S INTENT.

4.5.9. Purpose: The purpose of this operation is to secure the outer cordon for OBJ ROOSTER and support the DO for the duration of the raid.

4.5.10. Key tasks: * Infill. * Provide blocking positions during raid. * Block all traffic in or outbound during raid. * Facilitate transfer of suspects during raid. * Exfill.

4.5.11. End state: All inbound and outbound traffic to OBJ ROOSTER is blocked during raid. Zero loss of Coalition forces soldiers. PLT postured to expeditiously facilitate the removal of suspect or suspects with IED materials from target buildings to FOB EAGLE.

D.E. CONCEPT OF OPERATIONS: This will be accomplished by timely emplacement of blocking positions and cordoning off the town of McKenna while supporting the raid of two target buildings in TARGET AREA ROOSTER. Decisive to this operation is the emplacement of Blocking positions cutting off all in or outbound traffic. This is decisive as once completed the enemy will no longer have the capabilities to capabilities to exfill the target area. This operation will be conducted in three phases:

4.6.12. Phase 1: This phase starts when 1/A PLT departs FOB EAGLE, along ROUTE FALCOLN, moves to the ORP and then sets inner cordons NLT XX0445LXXX20XX. 1st Phase 1 is complete when the inner cordon has been set and reported higher.

4.6.13. Phase 2: This phase begins NLT 0500 with assault force set at the objective with support elements in place and assault forces ready to hit their prospective objectives. 1A will block inbound and outbound traffic for the duration of the raid. Phase 2 is complete when HQ PLT reports suspects and insurgents are captured and tactical site exploitation has begun.

4.6.14. Phase 3: This phase begins when the tactical site exploitation of the objective is complete, advanced search teams have arrived, and the PLT is prepared for follow on operations.

4.6.15. Scheme of Maneuver: 1A PLT will SP from FOB EAGLE to the ORP NLT 0300 IOT set outer cordon of TARGET AREA ROOSTER at GL06528372. Order of March is HQ, 3A, 1A, then 2A. 1/A will set the outer cordon NLT 0430. HQ will secure the northern most section of the air strip providing blocking to the north as well as forward observer support. 3rd will block to the east of the village. 1st will block to the south. While 2nd will provide mobile QRF. HQ and 1st will split security of the East. 1/B will set the Inner Cordon NLT 0445 while 2/B and 3B emplace support positions and the assault forces. All Squads will block all traffic inbound or outbound of the OBJ while 2/B and 3/B assault their prospective Objective NLT 0500. HQ/B will be located at the east end of the air strip and will establish a company CCP and detainee holding area NLT 0445. Upon completion of raid and TSE 2/B and 3/B will conduct a tactical withdrawal from the Target Area and return to the ORP. HQ/B element will move to ORP upon completion of turn over of suspects to Sheriff 65 at detainee collection point. 1/B will collapse inner cordon upon HQ element arrival at the ORP and 1/A will be the last to withdrawal its forces from the outer cordon upon all other elements report of set in ORP.
