La « vague orange » qui s’empara du Québec lors des dernières élections aura été faite au détriment du Bloc Québécois et des libéraux qui perdirent beaucoup de plumes au lendemain du vote. Outre l’important gain pour le NPD, les élections auront principalement eu comme impact de donnée une majorité parlementaire aux conservateurs qui étaient minoritaires à l’intérieur du 40ième parlement. Ce nouveau revers de situation provoqua une importante reconfiguration des rapports de forces dans la chambre des communes. Cette chambre, qui est composée de 308 députés élus répartis entre les dix provinces et trois territoires, ce veut être « le foyer le plus important de la vie démocratique canadienne [et] le principal lieu de débats relatifs aux enjeux qui marquent l’évolution du pays ». À l’intérieur de la chambre, chaque député représente un vote qu’il exprime, par exemple, lors de l’adoption d’un projet de loi. Bien que théoriquement indépendant et représentant les intérêts de la population d’une circonscription bien précise, chaque député vote, dans la pratique, selon la ligne de parti. C’est le rôle du Whip que de s’assurer que chaque député respecte cette ligne de parti. Avec la chambre haute (le Sénat) et la Reine, la chambre des communes (la chambre basse) représente le pouvoir législatif au Canada.
Comme nous l’avons vue un peu plus haut, l’importante victoire du NPD s’accompagnera d’une importante perte de terrain pour le Bloc Québécois de Gilles Duceppe (ancien chef). Cette perte de terrain du Bloc fera en sorte que les intérêts des Québécois, qui étaient auparavant fortement défendus par le parti souverainiste, se retrouvaient maintenant en grande partie entre les mains du NPD qui reçut de la part du Québec un appui considérable, si l’on se fie aux résultats des dernières élections : le parti du défunt Jack Layton obtient près de 43 % des votes aux suffrages québécois. Ce qui est la plus importante proportion de votes remportés par le NPD à l’intérieur d’une province. En effet, de nombreuses circonscriptions québécoises qui étaient traditionnellement bloquiste ou libéral élurent, contre toutes attentes, un député du NPD. L’arrivée de Lysane Blanchette-Lamothe à la chambre des communes illustre bien le phénomène. En l’emportant dans la circonscription Pierrefonds-Dollard, Mme Blanchette venait de mettre un terme aux six victoires consécutives du député libéral Bernard Patry. Ce dernier siégea en tant que député de Pierrefonds-Dollard de 1993 à 2011.

2. Biographies La victoire de Lysane Blanchette-Lamothe se fera aux dépens de Bernard Patry qui aura été député de la circonscription durant de longues années. Né le 30 janvier 1943 à Montréal, M. Patry est physicien de profession. Il s’est lancé en politique en 1968 lorsqu’il devint conseiller municipal pour l’Île-Bizard. Il deviendra par la suite maire de cette même municipalité de 1969 à 1987, avant de tenter son entrée sur la scène politique fédérale en 1988 comme candidat libéral dans la circonscription Pierrefonds-Dollard. Bien qu’il ait subi une défaite face à la progressiste-conservatrice Gerry Weiner lors de ces élections, M. Patry se présenta de nouveau comme candidat libéral dans la circonscription lors des élections fédérales de 1993. Suite à (expliquer scandale ou autre), M. Patry remportera les élections avec une très large avance sur la députée Gerry Weiner avec près de 65 % des votes, comparativement à environ 13 % pour sa rivale sortante. Il siègera en tant que député à l’intérieur du 40ième parlement, représentant la circonscription Pierrefonds-Dollard jusqu’en 2011, lorsqu’il sera détrôner pas Mme Blanchette-Lamothe. Elle aussi née à Montréal, Lysane Blanchette-Lamothe à un baccalauréat d’enseignement en éducation spécialisé de L’Université du Québec à Trois-Rivières. Elle est présentement candidate à la maîtrise en éducation de la même université. La nouvelle députée du NPD est activement impliquée dans le travail communautaire et travailla comme enseignante avant de devenir députée dans la circonscription Pierrefonds-Dollard, endroit où elle passa la majeure partie de sa vie.

3. Description de la circonscription électorale La circonscription électorale de Pierrefonds-Dollard regroupe la municipalité de Dollard-des-Ormeaux et chevauche une subdivision de la ville de Montréal (Pierrefonds suite aux fusions municipales de 2002). Selon les données fournies par le site d’Élection Canada, cette circonscription couvre une superficie totale de 53 km2 à l’intérieur de laquelle se trouve une population de 105 504 habitants. De ces 105 504 habitants, il y a 81 767 électeurs inscrits. Selon les données fournies par statistiques canada (recensement de 2006), la population de cette circonscription est représentative de la moyenne canadienne quant à l’âge médian (40.6 pour la circonscription et 40.4 pour le Canada), mais aussi pour le statut matrimonial. Cependant, lorsqu’il est question du revenu des ménages, ceux des ménages (toutes les catégories de ménages) de Pierrefonds-Dollard dépassent la moyenne des ménages québécois, si l’on se fie au revenu médian (61 150 $ (CAD) pour Pierrefonds-Dollard et 46 419 $ (CAD) pour le Québec). Quant au statut des citoyens, cette région électorale se démarquera par le fait que plus du tiers de sa population (34 180 sur 104 670) a le statut d’immigrant. Ceci pourrait peut-être expliquer l’impopularité qu’a toujours eue le Bloc Québécois dans cette région où la population ne se sent pas nécessairement historiquement attaché au Québec. N’oublions pas que Dollard-des-Ormeaux fut la seule municipalité qui, lors du référendum des années 80 sur la souveraineté, passa une motion dans laquelle elle était prête à se joindre à la province de l’Ontario dans l’optique d’une victoire pour le « oui ». En plus de se différencier de la moyenne québécoise sur le statut, la population du comté possède aussi un niveau d’éducation postsecondaire et se démarqua notamment dans la proportion d’habitants ayant fait des études supérieures (2ième et 3ième cycle universitaire). Le profil sociodémographique de Pierrefonds-Dollard pourrait peut-être amener certains à poser une hypothèse quant aux tendances de vote à l’intérieur de cette circonscription. Cependant, l’explication derrière le résultat inattendu des dernières élections est à chercher autre pars. Beaucoup s’attendaient à une lutte très serrée entre le candidat conservateur Agop Evereklian et l’ancien député du parti Libéral Bernard Patry. Cependant, au grand étonnement général, le vainqueur s’avéra être la députée du NPD Lysane Blanchette-Lamothe. Comment expliquer ce revirement de situation? Tout d’abord, il nous faut analyser la campagne de chaque candidat… Premièrement, le candidat conservateur Agop Evereklian a réussi à récolter une importante somme d’argent pour financer sa campagne, comme le laissent penser les tout récents chiffres publiés sur le site d’élections Canada, conformément à la loi sur l’accès à l’information. En effet, le candidat conservateur avait accès à 92 740 $ si l’on additionne le montant total des contributions (29 750 $) au montant total des transferts (62 990 $) provenant du parti, ce qui est juste au-dessus du plafond des dépenses électorales qui est fixé à 89 285,82 $. Notons que le fait que le parti conservateur a envoyé près de 63 000 $ au candidat conservateur pour soutenir sa campagne peut nous amener à croire que le parti conservateur croyait avoir de bonne chance de détrôner le candidat libéral établi depuis plus d’une décennie dans la circonscription. L’importante quantité de financement dont disposait le candidat conservateur nous permet de conclure que la cause derrière l’échec est à chercher autre part que dans le manque de financement. Pour sa part, le député libéral sortant avait accès lui aussi à une importante somme d’argent afin de financer sa campagne (44 862,78 $), bien que cette somme représente un peu moins de la moitié du budget du candidat conservateur. M. Patry reçut environ 25 000 $ de la part de son parti, ce qui est une somme assez importante pour soutenir l’idée que les libéraux croyaient pouvoir remporter la victoire. Bien que cette somme a été semblable lors de toutes ses campagnes depuis 2004. Encore une fois, la cause de l’échec pour ce candidat est à chercher autre part que dans le manque de financement. Quant à la candidate gagnante du NPD, les chiffres pour le financement de sa campagne ne sont pas encore disponibles, mais si l’on se fie aux années précédentes, notamment lors de la campagne de Shameem Siddiqui, qui était le candidat du NPD à l’époque, lors de la 40ième
